If the Tiger 900 is manufactured,  built, put together, assembled,
(I'm trying to cover the bases) in Thailand how can it have British VIN? ( SMTE64DFXLTAA1749 )

That's a US VIN, not a British one. 'SMT' is the Triumph identifier and 'E64" is the 900 GT Pro model reference.

The VIN should be assigned at the factory for the target market during manufacture, regardless of where it's built.

Ok, I looked at a site for VIN numbers and the indication was SM was England.  Thanks for the info.  It had indicated different alphabet letters for vehicles built inThailand.  That's what sparked my curiosity.
