need help with top box rack and which way the bolts go in

i took the sliding rack apart in error  :157: and i can't remember how it went back together?  I thought the bolts went from underneath (like the bottom 2 bolts in the picture) but then the rack doesn't connect to the steel plate. 

I don't remember popping the plugs out initially like in this picture to disassemble.   the bottom is the way i thought it was, but that doesn't work.  Can you guys provide some help as the instructions don't say anything of disassembling the steel under rack to the plastic top rack????

Here you go mate.....



All bolts in from above.

They don't hold the plastic tight as it has to move.

Rack to the left.




and rack to the right.
