Came back from a ride and noticed this, is the bulb going or is it electrical....thought a bulb would be either on or off

That is strange. I would suspect the bulb.

Bulb is my first thought. Is it like that on high and low? Easy enough to plug in a spare bulb to check without taking  the bulb out of the housing.

Assuming the photo was taken while using low beams, try the high beams.  If there's no difference between right & left on high, I would definitely assume the bulb is bad.  If one is still darker than the other, I would think there's an electrical gremlin at work...
