He was wobbling all over the place when he slowed down. Seems to have little control with those handlebars.

Looking at the design of the front of the Bike I wonder if his name is DERRICK !
Seriously though, over here in the UK that would probably be illegal, and come under the
"Dangerous Condition" part of our
Construction and Use Regulations
