Why are the panniers & top box " loose mounted? Would like to know what the technical reason.

Basically, the same reason tall buildings are made to sway in the wind.
I have it on good advice the Trophy is quite stable at 100+mph fully laden (minus pillion).

I can confirm that... Have riden the Trophy, fully laden at autobahn speeds, 130 indicated, and amazingly stable
